 On 31 August 2020 Financial Investigations Department of the State Control Committee of the Republic of Belarus detained Ms Lilia Vlasova, an international mediator and one of the most authoritative and experienced Belarusian lawyers. On 19 August 2020 Lilia Vlasova was elected as a member of the Presidium of the Coordinating Council - a representative body created by the Belarusian public following the results of voting at the elections of the President of the Republic of Belarus on 9 August 2020.

Lilia Vlasova is a towering figure of the Belarusian legal business. In 1990, after leaving her job as a tutor in Belarusian State University, Lilia Vlasova founded one of the first private legal practices in the country. Over her long career, Lilia Vlasova has trained a lot of qualified professionals who are currently working in advocates' offices, law firms, international companies in different countries of the world.

Lilia Vlasova is the founder of the Mediation and Negotiation Center and one of the first certified mediators in Belarus. She started her practice as a mediator in 2011 and over the past years conducted about 200 mediations, most of which ended up with the agreement of the parties. Lilia Vlasova has the status of an international mediator, she is recommended as a mediator and alternative dispute resolution expert by international rankings WHO’S WHO LEGAL and Chambers Europe.

Lilia Vlasova’s contribution to creation of the rule of law, legal culture and respect to the law in our country may hardly be overestimated. Over the years of her professional career as a lawyer and as a mediator Lilia Vlasova has been an example of professionalism and integrity. That is why her detention came as a shock not only to her colleagues, close associates and friends, but also to the entire legal community.

We are not aware of any details of the alleged economic violations that are being imposed on Lilia Vlasova. But we strongly believe that her personal features and her professional competences both as a lawyer and as a mediator allow for a dialogue and eliminate the need for her pre-trial detention.

We - colleagues, friends, relatives, clients and simply concerned individuals - express our sincere human support to Lilia Vlasova. We appeal to those who are entrusted with decision-making authority to take all steps towards Lilia Vlasova's release from custody.
