Extension of the validity of permissions under COVID-19
Edict of the President of the Republic of Belarus dated May 19, 2020 No. 172 “On the Extension of the Validity of Documents” prolongs the validity of certain permits and other documents (Documents), provided that their validity term has expired or expires between April 30 and July 31, 2020. The validity term is prolonged for three months.
The prolongation occurs automatically; there is no need to notify the authorities or to perform any other actions regarding such prolongation.
Prolongation of the validity period does not prevent legal entities and individual entrepreneur from applying to the authorities for performance of any administrative procedures, issuing any documents, or making decisions in accordance with the laws.
The list of Documents is defined by the Resolution of the Council of Ministers dated May 20, 2020 No. 299 “On Documents for Which the Period of Validity is Extended” and includes, inter alia, as follows:
In sphere of corporate and antimonopoly regulation:
- consent of the Ministry of Antimonopoly regulation and trade (MART) to the creation of a union, association, state association, reorganization of commercial organizations in form of mergers and acquisitions;
- consent of MART to a transaction with shares of legal entities;
- permission to open a representative office of a foreign organization in the Republic of Belarus (permission to extend the validity of a permission to open a representative office).
In the sphere of advertising:
- permission to place outdoor advertising;
- extension (or renewal) of permission to place outdoor advertising;
- permission of medicines advertising;
- permission of advertising of medical care methods, work and (or) services related to medical activity;
- permission of advertising of medical equipment and medical devices;
- permission of the advertising of biologically active food additives;
- permission of advertising of medicines, medical devices and medical equipment, carried out in the framework of clinical trials of these medicines, medical devices and medical equipment, carried out in order to their subsequent state registration.
In the sphere of labor migration:
- special permission to a foreign citizen for the right to carry out a labor activities in the Republic of Belarus, its one-time extension or change;
- permission to attract foreign labor force to the Republic of Belarus, its one-time extension or change.
In the sphere of construction:
- conclusion of state expertise regarding design documentation;
- technical certificate on the suitability of materials and products for use in construction purposes;
- qualification certificate of specialist of construction and design companies;
- certificate of conformity of construction and design companies.
