Decree No. 278 "On the procedure for issuing documents and performing actions" has been published
Decree No. 278 of 04.09.2023 "On the procedure for issuing documents and performing actions"
1. The procedure for the most common administrative procedures and notarial actions has been changed for citizens.
2. There is the list of procedures performed only a) on the personal application of a citizen or b) by a representative under a power of attorney issued in Belarus.
3. The list, in particular, includes procedures related to:
- family capital;
- issuance of certificates of civil status registration;
- issuance of duplicates of education document;
- registration at the place of residence;
- registration and deregistration of vehicles;
- apostille and legalization;
- real estate registration.
4. The list of agreements, notarization or state registration of which is carried out only a) at the personal request of a citizen or b) representative by power of attorney issued in Belarus:
- agreements on alienation and pledge of real estate;
- agreements on alienation of vehicles;
- other agreements on the alienation of property executed in notarized form or subject to state registration.
5. The list of notarial acts performed by diplomats has been reduced to: certification of wills, the fact of being alive, consents, refusals, attesting of document’s copies, etc.
6. Diplomatic missions abroad will not be engaged in issuing, exchanging, renewing passports and identification cards.
Appeals on the procedures and actions above, submitted before September 7, 2023, are dealt with according to the previous procedures in force before the decree.
