Russia has ratified an agreement with Belarus on the recognition of prospectuses of securities registered in the territory of one state for placement in the territory of the other. 

Access for companies to the debt market of the two countries is simplified:

1. The prospectus is registered in the issuer's country and the securities are allowed for placement in the other country.
2. Re-registration in the other country is not required.
3. Exceptionally, the offering of securities may be suspended in the other country, including to gather additional information.
4. Exchange admission procedures remain in place.
