The Act "On Consumer Credit and Consumer Microloans" has been adopted, which, despite the name:

1. The Civil Code has been changed, and the rule has been renewed: rent is set only in Belarusian rubles, similar to lease payments under contracts with citizens.

2. The Law on Currency Regulation and Currency Control has been amended: the deadline for transferring proceeds from accounts in a foreign bank to a Belarusian one is extended for the duration of compliance control by foreign banks.

3. The rules have been established (effective from November 21st, 2025):

• assessment of the borrower's solvency (today the indicator of debt burden and loan security is 40 and 90%), if the indicators are exceeded, this is reported to the applicant,
• provision of a payment schedule if payments are unequal and the amount of the monthly payment is not specified in the contract,
• the borrower has the right to receive information about the debt at least once a month for free,
• notification of overdue loans (microloans),
• provision of consumer loans (microloans) only in Belarusian rubles, conditions on linking debt to the equivalent are not allowed,
• the right to repay the debt ahead of schedule without the consent of the bank (microfinance organization), but real estate loans can be returned by citizens ahead of schedule under the terms of the contract,
• on granting a deferral of debt repayment in difficult life situations (job loss, etc.),
• on the interest limit on the microloan up to a year - the amount of the microloan, over a year - two amounts of the microloan, the penalty limit is half of the microloan.
