Since November 11, 2024, all companies, not only banks, can engage in factoring ("purchase at a discount of monetary claim "). 

Decree No. 416 (effective from 05/13/2025) defines the requirements for a factor (the acquirer of a monetary claim) that provides financing for more than 3,000 basic units (about 30 thousand euros) per calendar year and the delay in fulfilling the requirements is no more than 180 days, including: 

• the authorized capital of at least 125 thousand rubles; 
• availability of a risk management system; 
• annual audit of the annual financial statements; 
• be in the register of factoring organizations. 

When financing in smaller amounts or according to requirements with a long delay period, there are no requirements for factors and it is not necessary to be in the register of factoring organizations.
