New Agreement with Russia: Debt Collection Made Easier
On April 22, 2026, the Agreement between Belarus and Russia on Mutual Enforcement of Court Decisions came into force.
Key points:
- Belarusian court enforcement documents for monetary claims are now accepted for enforcement in Russia without a recognition procedure — meaning it is no longer necessary to apply to a Russian court for confirmation of Belarusian enforcement documents.
- This applies to writs of execution and court orders in civil and criminal cases (regarding civil claims), including court costs and state fees.
- A simplified procedure already existed for alimony (since 2015) and commercial court decisions (since 2001) — the new Agreement extends this mechanism to general civil cases.
- Important: The Agreement does not apply if a court decision contains non-monetary requirements alongside monetary ones.
- To proceed, apply to the enforcement authority of the relevant regional executive committee (or Minsk City Executive Committee) with a request to forward documents to the territorial office of the Russian Federal Bailiff Service (FSSP).
- The payment account must be a Russian account. A Belarusian account is only permitted in cases involving compensation for harm to life/health or criminal damage.
