Visa Agreement between Belarus and Russia: what is important to know for a foreign citizen

Currently, the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on mutual recognition of visas and other issues related to the entry of foreign citizens and stateless persons into the territories of the states has entered into force and is in force.

Main points:

• If a foreign citizenhas a visa issued by one of the states, then this foreign citizen has the right to enter, leave, and stay in the territory of another state;
• if a visa-free regime is established in respect of a foreign citizenin both states, then the foreign citizenhas the right to enter, leave, and stay in the territory of both states without a visa; if the visa-free regime is established only by one of the states, then the visa will be required to enter another state;
• if a foreign citizen has a temporary residence permit or a permanent residence permit of one state, then this foreign citizen has the right to enter, leave, and stay in the territory of another state without visa during the validity period of these documents;
• a foreign citizen has the right to work, study, and temporarily or permanently reside in the territory of the state, the authorized bodies of which have issued the specified permits;
• foreign citizens are required to register (register for migration) within the time limits and in accordance with the procedure established by the legislation of the state of stay.
